THE LONDON BOROUGH OF MERTON (PRESCRIBED ROUTE) (ACCESS / SERVICE ROAD BETWEEN KENLEY ROAD AND LONDON ROAD) ORDER 201*
1. NOTICE IS HEREBY GIVEN that the London Borough of Merton, after consulting the Commissioner of Police of the Metropolis, propose to make the above mentioned Order under sections 6 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984.

2. The general effect of the Order will be to prohibit entry into Kenley Road from the access / service road which lies between Kenley Road and London Road.

3. A copy of the proposed Order and other documents giving more detailed particulars of the Order, including a plan which indicates the length of road to which the Order relates can be inspected Monday to Friday during normal office hours at Merton Link, Merton Civic Centre, London Road, Morden.

4. Any person desiring to comment on the proposed Order should send a statement in writing of their representations or objections and the grounds thereof, to the Environment and Regeneration Department at the Merton Civic Centre, London Road, Morden, Surrey, SM4 5DX, or alternatively

by email to trafficandhighways@merton.gov.uk quoting reference ES/KENLEYROAD, no later than 2 March 2018.

PARKING PLACES AND WAITING RESTRICTIONS WILLOW LANE INDUSTRIAL ESTATE THE MERTON (FREE PARKING PLACES) (WILLOW LANE INDUSTRIAL ESTATE) ORDER 2018 THE MERTON (GOODS VEHICLES OVER 5T) (FREE PARKING PLACES) (WILLOW LANE INDUSTRIAL ESTATE) ORDER 2018 THE MERTON (WAITING AND LOADING RESTRICTION) (AMENDMENT NO. 446) ORDER 2018
1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton, on 7 February 2018, made the above-mentioned Orders under the powers conferred by sections 6 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended.

2. The general effect of the "Free Parking Places" Order will be designate parking places which will operate between 5am and 10pm throughout the week in certain lengths of the roads listed in Schedule 1 to this notice and specify that:

(a) the parking places may be used, subject to the provisions of the Order, for the leaving during the permitted hours of such vehicles as are passenger vehicles, goods vehicles, invalid carriages or motor cycles; and

(b) there will be no charge for parking in the parking places.

3. The general effect of the "Goods Vehicles Over 5t Free Parking Places" Order will be to designate parking places which will operate between 10pm and midnight and between midnight and 5pm throughout the week in the lengths of road specified in Schedule 2 to this notice and specify that:

(a) each parking place may be used, subject to the provisions of the Order, for the leaving during the permitted hours of such vehicles as are goods vehicles weighing over 5 tonnes; and

(b) there will be no charge for parking in the parking places. NB. The lengths of road in Schedule 2 to this notice will also operate as free parking places as described in paragraph 2 above.

4. The general effect of the "Waiting and Loading" Order will be to further amend the Merton (Waiting and Loading Restriction) Order 1977 so that-

(a) waiting by vehicles (otherwise than for the purpose of delivering or collecting goods or loading or unloading a vehicle for up to 20 minutes) will be prohibited at any time in the lengths of the roads listed in Schedule 1 to this Notice which are not parking places;

(b) waiting by vehicles (otherwise than for the purpose of delivering or collecting goods or loading or unloading a vehicle for up to 20 minutes) will be prohibited between the hours of 10pm and midnight and between midnight and 5am throughout the week in the lengths of roads referred to in paragraph 2 above which are not specified in Schedule 2 to this notice.

5. A copy of the Orders, which will come into force on 19 February 2018, and other documents giving more detailed particulars of the Orders, including a plan specifying the

lengths of roads affected by the Orders, can be inspected during normal office hours on Mondays to Fridays inclusive until the end of six weeks from the date on which the Orders were made at Merton Link, Merton Civic Centre, London Road, Morden, Surrey, SM4 5DX.
6. Any person desiring to question the validity of the Orders or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984, or that any of the relevant requirements thereof, or of any relevant regulations made thereunder has not been complied with in relation to the Orders may, within six weeks from the date on which the Orders were made, make application for the purpose to the High Court.

CHANGES TO THE PARKING LAYOUT IN ROTHESAY AVENUE
THE MERTON (PARKING PLACES) (W5 AND 5F) ORDER 2018
1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton, on 7 February 2018, made the above-mentioned Order under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended.

2. The general effect of the "Parking Places" Order will be to:-

(a) relocate the parking places in Rothesay Avenue, the west side, opposite Nos. 34 to 37 Rothesay Avenue from on the carriageway to partially on the footway; and

(b) revoke the Merton (Parking Places) (W5 and 5F) (No. 2) Order 2014 and its subsequent amending Orders and re­introduce their provisions in one Order.

3. A copy of the Order, which will come into force on 19 February 2018, and other documents giving more detailed particulars

of the Order, including a plan specifying the lengths of road affected by the Order, can be inspected during normal office hours on Mondays to Fridays inclusive until the end of six weeks from the date on which the Order was made at Merton Link, Merton Civic Centre, London Road, Morden, Surrey, SM4 5DX.

INTRODUCTION OF CW4 CONTROLLED PARKING ZONE THE MERTON (PARKING PLACES) (CW4) ORDER 2018 THE MERTON (WAITING AND LOADING RESTRICTION) (CW4) ORDER 2018
1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton on 7 February 2018 made the above-mentioned Orders under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended.
2. The main effect of the Orders will be to introduce a controlled parking zone "CW4" to include Christchurch Close only.

3. The general effect of the 'Parking Places' Order will be to: -

(a) designate parking places that will operate Mondays to Fridays between the hours of 8.30 a.m. and 6.30 p.m. inclusive and Saturday and Sunday between the hours of 11 a.m. and 3 p.m. inclusive in certain lengths of the Christchurch Close;

(b) specify that:-

(i) each parking place may be used, subject to the provisions of the Order, for the leaving during permitted hours of such vehicles as are passenger vehicles, goods carrying vehicles, or invalid carriages displaying a valid permit. Motor cycles and vehicles displaying a "blue badge" will park free;

(ii) a maximum of 3 permits per residential address will be issued by the Council or its agents to persons whose usual place of abode is in the lengths of roads specified in the Schedule to this Notice. Subject to sub-paragraphs (iv) to (vi) below, the charges will be £65 per annum or £32.50 for six months for the first permit, £110 per annum or £55 for six months for the second permit and £140 per annum or £70 for six months for the third permit;

(iii) charges for other permits will be, subject to sub­paragraphs (iv) to (vi) below, as follows: resident address permits will charged at the same rate as residents' permits, free for housebound or registered disabled applicants; business permits will be £331 for 6 months, annual visitor permits (one per household) will be £140, residents will be entitled to 100 half day temporary visitors' permits at a charge of £1.50 per permit or 50 full day temporary visitors' permits at a charge of £2.50 per permit; teacher permits will be £180 per annum and all zone trader permits will be £900 per annum, £600 for 6 months, £375 for 3 months, £150 for 1 month and £50 for 1 week;

(iv) there may be an additional £25 charge for the administration of new resident or annual visitor permits issued and renewals of permits. This charge will be waived if the successful applicant is granted a resident permit within 4 weeks of the Order coming into operation and when a resident permit holder applies for a renewal within 4 weeks of the permit expiring;

(v) an additional charge (diesel surcharge) will apply to resident, business, teacher and trade parking permits for all diesel vehicles. This will be phased in over a 3 year period in CW4 controlled parking zone as follows:-

(i) £90 annual surcharge until 31 March 2018;

(ii) £115 annual surcharge from 1 April 2018; (iii)£150 annual surcharge from 1 April 2019. Permits issued for a duration of less than a year will be subject to the surcharge on a pro-rata basis;

(vi)the resident parking permit charge for electric vehicles will be set at a discounted rate of £25 per annum and a £40 per annum reduction will apply to business, teacher and trade parking permit charges for electric vehicles, pro rata for a minimum of 6 months..
4. The general effect of the 'Waiting and Loading' Order will be to introduce waiting restrictions operating "at any time" or between the hours of 8.30 a.m. and 6.30 p.m. Mondays to Fridays inclusive and between the hours of 11 a.m. and 3 p.m. Saturdays and Sundays in Christchurch Close.

5. A copy of the 'Waiting and Loading' Order which will come into force on 12 February 2018 and a copy of the 'Parking Places' Order which will come into force on 19 February 2018, and other documents giving more detailed particulars of the Orders, including a plan specifying the lengths of road affected by

the Orders, can be inspected during normal office hours on Mondays to Fridays inclusive until the end of six weeks from the date on which the Orders were made at Merton Link, Merton Civic Centre, London Road, Morden, Surrey, SM4 5DX.
6. Any person desiring to question the validity of the Orders or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984, or that any of the relevant requirements thereof, or of any relevant regulations made thereunder has not been complied with in relation to the Orders may, within six weeks from the date on which the Orders were made, make application for the purpose to the High Court.
