An investigation has been launched after an elderly council tenant died while a couple spent months in a hostel awaiting routine renovations to their house.

Wilbo Edwards, 73, was found dead near his temporary accommodation Brigstock Road, Thornton Heath on July 15, two months after being forced to move with wife Beverley as Croydon Council fixed a damp problem in their Upper Norwood home.

The "inseparable" couple, who had been married 50 years and have four children, were told the work – which has still not been finished - would take six weeks.

Mr Edwards's family believe the stress of being left languishing in the Stonebridge Lodge bed-and-breakfast hostel – where he struggled to climb the stairs - contributed to his sudden death.

The grandfather-of-ten, who suffered high blood pressure, had been depressed about their housing problems and was drinking heavily in the weeks before he died, when he blacked out and fell off a garden wall.

A post-mortem concluded the retired taxi driver and security guard died of natural causes.

His family only learned of his death when they reported him missing the next day as police did not know Mrs Edwards, 72, was in temporary accommodation.

Mrs Edwards, still recovering from a kidney transplant in January and requiring twice weekly hospital visits, was then evicted from the hostel after her husband's funeral and found her anti-rejection medication had been taken and put into storage.

Son Colin, 38, of South Norwood, said: "So many mistakes have been made already, this is just the worst thing that could have happened.

"My parents were relocated to Stonebridge Lodge as the only alternative given was Camden in North London, which is too far away from family, friends, hospital and the doctor.

"Upon visiting I was quite shocked to see that they had placed my parents in this hovel as the council were well aware that both of my parents have health problems.

"The times I visited the property it was overrun with people of all ages who appeard to be dysfunctional who were smoking, drinking, swearing and making noise and on many occasions I witnessed people smoking drugs outside. My parents informed me this would go on until  the early hours of the morning."

He added: "My parents loved spending time with their family, especially their grandchildren, but none of us could take our children to visit them at Stonebridge Lodge as it is not a suitable place for children to visit. This left my father deeply saddened."

Mrs Edwards spent two weeks living with family members after her husband's death until she felt strong enough to live alone. 

She continued paying her rent at Stonebridge Lodge, returning only to collect medication on August 1. But she found herself barred from the hostel when she returned to move back in on August 4.

Mrs Edwards said: "To go back to your house after your husband has died and found that they have been through all your stuff, packed it up and put it in storage, it is not very nice. I really felt degraded. It was terrible.

"We buried him on the Thursday [July 31] and they knew that he died, so I don't know why they did it. I have had no explanation or anything." 

Croydon Council is investigating and has relocated Mrs Edwards to an alternative hostel in Selhurst, but her flat remains uninhabitable 14 weeks after she vacated it.

Her current room has no toilet, meaning she must share with other residents despite having kidney problems.

Mrs Edwards, said: "At first they said it would be ready in six weeks, then it went to eight, then it was three months, and it has gone over that now.

"I think it might have added to [Wilbo's death]. He started doing things he wouldn't do, like staying out the front of the building until 4am with the other residents, drinking and smoking with them. He was very friendly, would talk to anybody."

Colin, who donated his kidney to his mother, said: "I hold Croydon Council accountable for the terrible situation and lack of care which may have led to my father’s death.

"If my parents had been sent back into the permanent address in the timeframe promised we wouldn't have had to wait 24 hours to find out my father had died or maybe he'd even still be with us today."

He added: "I feel that my mother and many others are being let down by the system.

"Unlike the majority of people in temporary housing, my mother has a home, however, due to failures in managing the works she is subject to living in substandard accommodation for a prolonged period of time and this is having a detrimental impact on her physical and mental health.

"Vulnerable people like my father are not receiving the support they need."

A spokesman for Croydon Council said: "We were sorry to hear of the death of Mr Edwards' father. Mr Edwards can be assured that a full and comprehensive investigation will be carried out into all of the issues he has raised.

"This will advise on any lessons that can be learnt and if necessary, make recommendations on change in procedure.

"We had originally arranged for work to be done to address damp at their council property. However it soon emerged that further work was necessary, which would take longer to complete.

"We also took the opportunity to bring the property up to Decent Homes standards, which involved a complete overhaul of the kitchen and bathroom. The property is due to be ready at the end of the month.”

We sit down and fill out a big medical form with them for a guy to sign and say ok. evidently they do not read I do find it funny that 16 year old pregnant girls get a cosy 2 bedroom flat after falling pregnant but can not give an elderly couple a 1 bedroom 1st floor flat/room house for a couple of months after working their whole life and contributed to the uk tax for 70 years. Stone bridge from what i here is full of convicted criminals and people who do nothing with their life accept claim off croydon council. This is outrageous! As a medical professional I'd like to know why an old age pensioner recovering from a kidney operation was placed in hovel to live? The council have crossed a line by placing a vulnerable elderly couple into a rough B&B. They have also been instrumental in contributing to an insurmountable blow to the whole family; having there elderly Father die alone and not being found for 24 hrs. Had Mr W Edwards been at home, or in lodgings where he could be around his family, he'd probably had a dignifying death. Shame on Croydon council! No amount of apologies can ever make up for the treatment of Mr & Mrs Edwards! The managers ought to be ashamed!!!

I hope this investigation is thorough and leaves no stone unturned. Croydon council has been allowed to get away with a catalogue of mistakes because families are often too traumatized to find out the truth. Mr and Mrs Edwards were treated as second class citizens from the get go and were put into sub standard conditions which eventually led to an avoidable death. I fear ageism and classism played a major role in this story and hope your family has the courage and strength to get justice for your parents. R.I.P Mr Edwards, i pray your death was not in vain.

This is a couple who've lived and worked in the UK and paid there taxes, for all there working life, and what help do they get in return? Yet you get all these foreigners come over and they get suitable accommodation straight away, plus a grant to help furnish the property.

And as for evicting Mrs Edwards, soon after burying her husband, who is grieving, DISGUSTING! She was staying with family until she had the strength to go back to that dump, alone. Not even allowing her to have her prescribed medication. SHAME ON YOU croydon council. Croydon Council has a duty of care to their residents, they have failed this poor man and left an entire family clearly devastated. If an elderly couple are placed in such conditions, it makes me wonder which other areas the authority is neglecting? A review of all departments is necessary, or we may hear of another vulnerable adult or child falling victim to a poorly managed system. Maybe the chief executive should spend a night in the hostel as part of their 'investigation'.

I am left utterly gobsmacked at the negligence shown to this poor elderly couple and just another case of the council's ever growing list of shortcomings.

I have dealt with the council on numerous occasions and Iit has been nothing short of disastrous at the lack of compassion shown to people who have been good tax paying citizens only to be treated as 2nd class citizens at the most demanding of times...

I really hope that this poor family get some kind of justice even though nothing replaces a lost loved one.

Were any risk assessments completed, before being put into temporary accomadation? Being they are pensioners with health problems, why were they put at risk and in an unsuitable and unsafe hostel. How disrespectful that after sadly Mr Edwards passed away that Mrs Edwards was evicted whilst in a time of grieving. This is totally unacceptable and should be investigated as a matter of urgency.This is totally unfair and those in charge of decisions at croydon council, need to answer to this. My prayers and condolences are with all the family. God bless you all.

What a joke... Animals are given better treatment & are removed from unsuitable living conditions. Yet an elderly couple are removed from their home and placed into what sounds like a living hell. Mr Edwards & his wife should have been better looked after & had their own home sorted quicker. If they had been asylam seekers they woud have been put up in a hotel. No doubt Mr Edwards & his wife have paid their taxes etc. They have paid into the Council yet get nothing in return. It makes my blood boil....! May you rest in peace Mr Edwards, I hope your passing wasn't in vain & your family get the justice you deserve xxx

This is the epitome of disgusting. Officials who are mandated by law to ensure that the well being of the people they serve, are clearly not doing their job.

How can a system allow for a family, particularly given their health circumstances, allow for them to be placed in such a vulnerable situation, which has ultimately lead to the death of a husband,father,grand
-father, uncle, friend and most importantly, a human being.

To my mind this warrants not just an investigation into this scenario, but should be the beginning of many similar instances not just by this council, but others across the UK.

I pray that God will give Mr Edwards' family the strength to fit the pieces and ultimately hold the council responsible for what has taken place.

I salute the family for going public with this, at this tough time.

The contractors who need 14 weeks to deal with damp should be named. I've seen whole blocks of flats built in that time period. The stress of being uprooted for three months just to resolve a damp problem is outrageous. Not to mention the cost of the works combined with the B&B which must run into tens of thousands of pounds.

Totally Disgraceful!!! - I grew up 2 doors down from the Stonebridge, which ended up being one of the worst places earth. The council need to own up and take responsibility, if they move you, it should be like for like living conditions, and nothing less, not an absolute hell hole as the Stonebridge. This seems to always be in favor of the council and contractors that know how to earn the max out of any job relating to work with councils.

Croydon council should indeed carry out a thorough investigation into how an elderly couple with health issues were placed in such a place. It just goes to show that they definitely do not take individual circumstances or age for that matter into account and to them we are all just numbers.
I really feel for the Edwards family and would like the truth to be told and find out exactly who is to blame for this blatantly awful treatment.

Croydon council need to deal with this. For one family to suffer at their hands once is bad for problems to keep happening without any resolution or restitution is horrifying. I am so sorry for the family, and I hope that bringing it to the attention of the media will make the council sit up and revise their policies, and fire the contractors who clearly are not doing anything.

This family should have been placed in a privately furnished 1 bedroom flat paid for by croydon council due to the negligence of staff and for not up keeping the standard of their property's . I believe the council doesn't pay it's contractors well, every thing is done low budget on the cheap, yet croydon council big wigs get paid a nice fat bonus for cutting budgets. Am totally lost for words. This is not acceptable. They say we live in the 21st century but it don't feel like it. How can people be treated in such a way as they don't matter to anyway. This saddens me deeply, and I can't imagine what the family is going through now (and what they have already had to deal with). Croydon Council has a lot to answer for. Absolute disgrace. It seems that they don't really care about their residents in the slightest. I really can't believe how they could move an elderly couple with health problems into Stonebridge Lodge. I will refrain from swear words - as hard as that is right now - but that place is, and always has been, a complete dump. My father was placed there many years ago as an addict and it only made him worse. It was full of other drunks and drug addicts, and it is no place for normal folk to be put in... Especially families or the elderly! It doesn't seem to have gotten any better either. Just recently, the council moved a friend of mine in there temporarliy, along with his partner and small child. They told me that it is one of the worst places they have ever stayed and they were actually scared to be there. I hope Croydon Council sort it out, because it is not right. As for the work that was meant to be carried out at the elderly couples' home, I am shocked that it has taken so long. The fact that they did the same work (damp fix, kitchen, bathroom, and toilet refit) for a SINGLE, HEALTHY friend of mine in less than a month, goes to show that they have their priorities mixed up. My love goes out to the whole Edwards family, who have had to go through all this, and had to grieve because of it. Its disgraceful and so sad to think that mr Edwards died in these circumstances brought onto his family due to the lack if care within the housing department. I'm no stranger to the absolute disgrace of housing allocations within in the Croydon borough, yet alone the length of time it takes for maintenance and repairs to be actioned, however after reading such a report, sickened to The depths of my stomach I am. There is one thing to do a job which involves, caring for the community but to do the job with no care nor compassion is absolutely diabolical. Is this what it will take before action is taken and roles are completed as stated within the original job description? It costs nothing to be thoughtful, yet it has cost a life to be thoughtless... My question is how long will it take before the mindset of this borough is altered with consideration. May he rest in peace.

It took us 18months to get rid of young males who were attaching our elderly neighbours smashing our homes and abusing us on a daily basis, they dont listen to our complaint that they have spent millions on a park which has become an area where on average there are 9 knife muggings a week, yet the other areas go ignored as they only want to focus on their targets. I feel so sorry for this family and what they are going through, the storage facilities are poor and I hope the council compensates them and ensures the next property is suitable. The council should be providing a much better service given the council tax rates and the lack of interest in improving the borough, its only interested in building flats.

I can't believe what I have just read, it's just sickening and sad. Yet again another case of a council working on statistics and cash flow rather than care for a couple who should never have been put in that hostel. I hope they do their upmost to make Mrs Edwards comfortable and justice is done. My thoughts and prayers go out to their family at this sad time. Xx
