Residents got an unwelcome Christmas present when a "foul-smelling lake" formed in a known flooding hotspot.
A dozen people joined together to highlight the lack of action to tackle flooding which returned once again on Christmas night to Chessington Road, Ewell.
This flooding has since subsided, but residents say water inundates the pavement and road each time it rains heavily.
Resident Elio Zentilin, who lives in the Ridings, said: "The only change to our perennial road lake is that it now appears worse.
"As far as I can see, the only way the water is reducing is by the faster cars spraying the water into my front garden, which again has become the main soakaway for the Highways Agency."
He added: "It is only a matter of time before we have an accident.
"Are we any nearer having this matter resolved or, instead, do we look forward to another 20 years, still wondering what the problem is?"
A Surrey County Council spokesman said: "We are aware of this situation and have informed Thames Water of this, with a detailed investigation taking place in February."
