Millions for libraries

Libraries in Wandsworth, Sutton, Croydon and Merton are to share in almost £5million in lottery cash.

The Big Lottery Fund has handed £1.4million to Wandsworth library to set up a new computer learning area, a space for 10 to 15 year olds, self-service book returns and green energy measures.

Sutton gets £1.4million to build a new two-storey library and community centre, while Merton will use its £950,000 grant to expand its current library by almost a third, creating more room for community activities and learn-to-read classes.

Croydon gets £1.3million to extend the existing library built in Thornton Heath in 1914.

Councillor Steve Hollands, Croydon's cabinet member for culture and sport, said the money would bring the library into the 21st century.

"Thornton Heath library is a much used community facility and this grant will enable us to modernise, redesign and refurbish the library," he said.

"It will help us provide a centre for community learning and development that is open and accessible to all."

Big Lottery Fund's Debbie Pippard said: "An increasing number of people are using library services in London and it is clear that our local libraries are at their best when they act as focal points for community life providing a range of reading, learning and information activities for the city's multicultural and diverse population.

"Today's awards will bring the capital funds needed to transform or modify library buildings to provide a wide range of community uses."

Very welcome - up to a selective point - just as the restoration/
modernisation of the Upper Norwood Joint Library was, some moons ago. Where the whole venture might, as with the UNJL, fall apart would be the inherent lack of meaningful funds to keep libraries fully stocked and fully staffed, year by year, rain or shine.

Oh dear here we go again. Capital funding being poured into these libraries without any real thought as to how the improved facilities and additional resources will be paid for in the longer term. The poor old Upper Norwood library (UNJL) fairly recently received a magnificant makeover, courtesy of SRB monies, but are then told by Croydon that there is no money to provide proper funding. In fact Croydon are insisting on yet another review to see where money can be saved. This is despite a previous review that congratulated the library on its operation and recommended that the library retain its independant status and receive improved funding in line with the obligations of a joint library agreement with Lambeth. Perhaps reviews should be carried out on all the other libraries in the borough, who have received regular increases in their funding. Any economies identified could then go to the UNJL.

Libraries are incredibly important and deserve more support. But for that very reason should not be looking to lottery funding ... whilst hard-pressed community groups lose out as a result.

It's great that Thornton Heath Library is being refurbished and I hope that it is really a properly thought out exercise that will bring the library into the 21stC. My only worry is that when the lottery funding runs out Croydon Council will not have the money or political will to maintain the library properly, both in terms of the building and staffing. It doesn't have a very good record on these points.
