Norbury driver fined buying Wimbledon parking ticket


A motorist was given a parking ticket as she was putting cash in the nearest pay-and-dsiplay machine.

Norbury resident Kate Daly, 62, remonstrated with an attendant, explaining she had just parked in Hartfield Road car park, Wimbledon, and was only yards away buying a permit.

But not only was she told it was too late to void the fine, Mrs Daly claims the overzealous attendant added: “I’m paid to look at cars not people”.

Mrs Daly said: “I first saw the warden standing by my car so I shouted over and waved my permit in the air.

“It was ridiculous, he looked at me then just carried on with what he was doing and gave me the ticket.”

In a series of letters the local authority initially refused to void the ticket, implying the 62-year-old must have forgotten to display a permit.

Merton Council eventually cancelled the fine last week, but only after Mrs Daley went to the council offices and refused to leave until a senior member of staff addressed her concerns.

Even after the council u-turn, Mrs Daly has vowed to fight on until she receives a personal apology.

She said: “I was so cross when I got that letter that I went storming to the civic centre demanding to see someone. But after all this, all I want is an apology.

“Genuine mistakes happen, but this attendant was just incapable of saying ‘sorry, I got it wrong,’ or showing any kind of initiative at all.”

Merton Council’s cabinet member for planning and traffic management, Councillor William Brierly, said: “We apologise for any distress or inconvenience caused to Ms Daly by this incident.

“Once a civil enforcement officer issues a penalty charge notice, regardless of whether it is afterwards found to be issued incorrectly, it cannot be cancelled on the spot.

“However, motorists are advised that they can always appeal and each case will be considered on its merits.”

I rarely use "Pay & Display" - prefer to have a longer walk from the car parks, as I was stung once before like that. I have boycotted Selsdon Road shops and restaurant since receiving a ticket years ago. Unfortunately, some places have no car parks.

I am fighting exactly the same problem from Hartfield road.
Merton have refused to quash the ticket & I am going to court over it! I bought the ticket at 3.32pm & the Ticket issued by the warden was 3.31pm (we were at opposite ends of the carpark at the same time!) I spoke to him & he just shrugged it off. Merton have said the ticket stands! I will keep you all posted.

Womble - photograph the scene to show the distance between your vehicle and the pay machine you used.
Also measure the distance, record the number of paces to walk there and the time it took.
Mark each piece with your initials and a successive number to present as evidence in Court.

Thank you Bob, I surely will. The other thing is, I had already bought a ticket with £8.50 that should have kept me covered for the whole day (as I usually do, as I work in Wimbledon) However the tarrifs had been changed the week before & as I was not at work, I hadnt noticed. It was only as a friend mentioned the change, that I ran back to the car & Purchased the next ticket. In total, that day I paid £14 in tickets that would normally had cost £8.50. The Ticet warden, wouldnt even take into account the ticket for £8.50 that had already been purchased! & neither will Merton. Even though a whole day should have been (at the new tarrif) £9.50. How annoying is the Merton? I pay over £50 a week in charges every week & they still will not look at this issue! I cant wait for the Court date!

we also have run into mertons traffic jobsworths
my partner is disabled and when we returned home last sunday after a rare day out she had a bad breathing attack so were in a hurry to get her inside the house for her medication (che has copd more normally known as emphasimia)
the disabled badge had fallen off the dashboard so i put it in place in a hurry not noticing that it was upside down
when i returned from work the following day i had a ticket on the car for not displaying the badge correctly
the car has been parked in the same place for 3 weeks displaying the badge correctly and i am sure it is not the first time it has been checked by the same jobsworth parking inspector
he probably did not even motice the wheelchair that we had on hire from the disability shop in morden highstreet in the back of the car a total lack of common sense.
nowhere on a blue disabled badge does it say this way up or display other side.
the picture of the disabled person name and signature were clearly visable on the permit
this is just a case lacking common sense by the same jobsworth who has probably checked the same car several times in the last month so knows its a valid permit
