Multi-millionaire Mohammed Al Fayed swept into town to meet planning inspectors over a contentious sand quarry on his doorstep.
The former Harrod's boss is currently fighting council plans to reopen the quarry near his Oxsted home, on green belt land.
He arrived at Surrey County Council offices today to hold a press conference on the issue.
However his arrival was almost interrupted by a fire alarm in the Penrhyn Road building in Kingston, which called for staff to be evacuated.
