People living near a planned car park are worried about anti-social behavior after it was revealed that it does not have planning permission for lighting.

The 16-space car park, which is part of the Epsom station development, is due to be built on a grass embankment owned by Network Rail in Horley Close, Epsom.

But with no provision for lighting residents fear the car park could turn into a breeding ground for anti-social behaviour.

Janet Burgess, a resident of Horley Close, said: "A car park without lighting shielded from the road by foliage is not acceptable in a residential area where there are elderly residents, young families and children.

"It could lend itself to all sorts of anti-social behaviour.

"If this matter is not resolved in the near future it will be too late and an opportunity to pre-empt possible problems will be lost."

Earlier this year residents accused developers, Solum Regeneration, of not taking into consideration the rare stag beetles and hedgehogs that live on the embankment where the car park is due to be built.

But despite their environmental concerns, planning permission for the car park, which was approved in July 2010, was upheld with work due to start next spring. However provision for lighting has so far not been addressed.

A spokesperson for Solum Regeneration said: "We have met with local residents to discuss the car park next to Horsley Close and are aware that they are keen to see lighting introduced.

"We are exploring a number of options with the relevant authorities and will continue to keep local residents informed about our progress."

A spokesperson for Epsom and Ewell Council added: "The planning application shows no provision for lighting of the area.

"However, this does not mean that no lighting will be provided.

"We are currently awaiting confirmation from Solum Regeneration on their intentions."
