A series of failings by the Croydoc board and Croydon PCT allowed Dr Sondhi to abuse his power to astonishing degrees.

Dr Sondhi has since been suspended and is awaiting a hearing at the General Medical Council into his conduct.

His wife Dr Salma Uddin, who is also criticised in the report, was erased from the medical register by the GMC following a separate hearing.

Chief executive Sue Ballon was suspended in December 2009 and has since left the organisation.

Of the board of directors, slammed for not having adequate training to manage a multi-million pound organisation, only one is facing further disciplinary proceedings.

The others have been trained in corporate governance but are not connected with the new Patient Care 24 service that has replaced Croydoc.

And despite being flagged for not having robust systems in place to stop this happening and a failure to monitor the situation, nobody at Croydon PCT, now part of NHS South West London, is facing disciplinary hearings.

Portland Medical Centre, in south Norwood, where Dr Sondhi practised from was saved from closure by residents in the wake of the scandal.

NHS South West London confirmed it was looking at possible police action against Dr Sondhi but at present the money he had taken remained lost.
