TEMPORARY RESTRICTIONS
CROYDON COUNCIL ROAD TRAFFIC REGULATION ACT 1984, SECTION 16A AS AMENDED BY THE ROAD TRAFFIC REGULATION (SPECIAL EVENTS) ACT 1994 TEMPORARY PROHIBITION OF TRAFFIC ORDER MELA AND WORLD PARTY ASSOCIATED RESTRICTIONS

1. Croydon Council HEREBY GIVE NOTICE that to facilitate the staging of the Mela and World Party on 12 and 13 July 2008 they intend to make the above-named Order, the effect of which will be to:
(a) provide that waiting and loading by vehicles may be prohibited "at any time" in the lengths of streets specified in the Schedule to this Notice;
(b) temporarily prohibit vehicles:
(i) from proceeding in Lloyd Park Avenue at its junction with Coombe Road (except for access);
and
(ii) from proceeding in Melville Avenue at its junction with Coombe Road (if required);
(c) temporarily introduce one-way workings:
(i) eastbound in Ballater Road, between
Castlemaine Avenue and Melville Avenue;
(ii) northbound in Croham Park Avenue;
(iii) eastbound in Binfield Road;
(iv) southbound in Melville Avenue (if required);
(v) westbound in Chichester Road, from Park Hill Rise to Park Hill Road;
(vi) eastbound in Selborne Road;
(vii) southbound in Deepdene Avenue, from Selborne Road to Ranmore Avenue;
(viii) eastbound in Ranmore Avenue, from Deepdene Avenue to Radcliffe Road;
(ix) northbound in Radcliffe Road, from Ranmore Avenue to Harland Avenue.
2. Permitted parking places, loading bays or taxi-ranks in streets or lengths of streets specified in the Schedule to this Notice will be suspended as and when required;
3. Any vehicle waiting in contravention of any restriction on waiting imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986;
4. Nothing in the Order shall apply:
a) to anything done with the permission or at the direction of a police constable in uniform;
b) to any vehicle being used for police, fire brigade or ambulance purposes, or the purposes of a statutory undertaker in an emergency, such as the loss of supplies of gas, electricity or water to premises in the area, which necessitates the bringing of vehicles into a section of road to which the order applies
5. The provisions of the Order will not prevent access being maintained for pedestrians to any premises situated on or adjacent to any road to which this Order relates, or to any other premises accessible from, and only from, such a road;
6. The Order will come into effect on 12 July 2008 and will remain in force for two days, between the hours 0900 on 12 July to 2100 on 13 July 2008.
7. Whilst the prohibitions remain in force, the alternative route for diverted traffic will be:
(a) in the case of 1(c)(i) above, via Melville Avenue, Croham Road and Castlemaine Road;
(b) in the case of 1(c)(ii) above, for eastbound traffic via Coombe Road and Castlemaine Avenue, and for westbound traffic via Coombe Road and Campden Road;
(c) in the case of 1(c)(iii) above, via Castlemaine Avenue, Croham Road and Croham Park Avenue;
(d) in the case of 1(c)(iv) above, for eastbound traffic via Croham Road and Ballards Way, and for westbound traffic via Croham Road and Castlemaine Avenue;
(e) in the case of 1(c)(v) above, via Park Hill Road and Selborne Road;
(f) in the case of 1(c)(vi) above, via Chichester Road;
(g) in the case of 1(c)(vii) to (ix) above, via Chepstow Road and Park Hill Rise.
8. A copy of the Order (and of all related Orders), of the Council's Statement of Reasons for proposing to make the Order and of a map indicating the lengths of road to which the Order relates can be inspected until the expiration of a period of 14 days from the date on which this Notice is published during normal office hours on Mondays to Fridays inclusive at the "One Stop Facility", Taberner House, Park Lane, Croydon, Surrey.

10. Any representations concerning the proposed Order should be made in writing to the Order Making Section, Environment, Culture and Public Protection Department, Croydon Council, 9th Floor, Taberner House, Park Lane, Croydon, Surrey CR9 1EN quoting reference ECPP/PS/JAA/20/SEA within the afore-mentioned period of 14 days.
